モディ1.0から3.0へ： 国内政治の再定義と国際文脈におけるインドの地政学的台頭”

2014年や2019年とはまったく異なる国際情勢におけるモディ3.0の課題と機会や、インドの世界観の大きな調整と国内政策への適応を要求する、国際システムで展開している深い構造的変化について解説いたします。
モディ3.0連立政権は、道路、空港、港湾、太陽光発電などの主要インフラ建設への投資を継続し、ビジネスのしやすさ指標におけるインドの順位を向上させ、国内製造業の基盤を強化すると予想されます。その一方で、モディの積極的な土地改革と労働改革は、連立政治によって停滞する可能性もはらんでいます。
BJPの連立パートナーは外交問題への関心や影響力が限られているため、ニューデリーは戦略的自主性（その重要な要素として、重要な兵器や技術の国内製造に焦点を当てる）と、米国をインドの主要な戦略的パートナーとするマルチ・アラインメントの両方の政策を維持する可能性が高いとみられています。
“Modi 1.0 to 3.0: Redefining Domestic Politics & India’s Geopolitical Rise in International Context”
The challenges and opportunities for Modi 3.0 in an international context that is quite different from 2014 or 2019. The deep structural changes that are unfolding in the international system which demand major adjustments in India’s worldview and adaptations to its domestic policies.
The Modi 3.0 coalition government is expected to continue to invest in construction of major infrastructure, including roads, airports, ports and solar power; improving India’s ranking on ease-of-doing-business indices; and strengthening the domestic manufacturing base. However, Modi’s aggressive land- and labour-reform agendas could stall due to coalition politics, with the regional parties likely to seek special incentives for their provinces.
With the BJP’s coalition partners having limited interest in or influence on foreign-policy issues, New Delhi is likely to maintain its policies of both strategic autonomy (a key component of which will be a focus on domestic manufacturing for key weapons and technologies) and multi-alignment, with the US as India’s principal strategic partner.

「自由で開かれたインド太平洋」を故安倍首相がインドにおいて掲げ、モディ政権との関係を急速に緊密化させていくなかで、米豪を巻き込んだQUADの形に成長するなど、日本とインドは戦略的に重要なパートナーとなり、公的部門での連携の機会は大きく拡大してきました。他方で、ビジネスベースの連携には慎重な見方の企業もまだまだ多いようです。注目が高まっているインドですが、日本人の常識で理解しようとすると理解しにくい側面も多いのではないでしょうか。国際協力銀行におけるインド担当の営業部長としてインド政府、民間企業とのビジネス上の経験を通じ、インド政府がどういう考えで政策判断しているのか、その中で民間企業の行動はどう変化しているのか、皆様のインドに対する理解を深める一助となるような視点、事例をご紹介します。

Mrs. DEEPA Salvan
Mrs. DEEPA Salvan is presently working as Principal International Finance Specialist & Researcher with Japan Bank for International Cooperation. She is a fellow member of the Institute of Chartered Accountants of India and a commerce honors graduate from University of Delhi. She has worked with the Representative office in New Delhi for more than 17 years ardently supporting long term finance for Japanese trade and investments across manufacturing and infrastructure sectors in South Asia specifically India. She has extensive experience in shaping investment narrative, analyzing policy, legal & regulatory environment, cultivating relationships across diverse set of stakeholders, onboarding new borrowers or investees and enabling financial and economic nucleus between Japan and India via debt and equity instruments. She has taken numerous pivotal initiatives in JBIC’s quest for enhancing supply chain resilience of Japanese companies, supporting green transition to tackle climate change and digital transformation. She believes in embracing new perspectives, perseverance in cultivating strong business relationships and upholding integrity for enduring success.
Dr. VINAYAK KANT MISHRA
Dr. Vinayak Kant Mishra holds a PhD degree in International Trade & Development with an elaborate experience of around 13 years in Macro & Microeconomics, Foreign Trade, Banking & Finance, Government Affairs, Public Policy and Geo-strategy.
Dr. Mishra is working as Senior Economist with The Japan Bank for International Cooperation (JBIC), New Delhi Representative Office for more than 10 years. He specializes in the field of geo-strategy & geo-economics and recognizes himself as a learner in political risk and global macro economic trends, with an emphasis on analyzing the strategic implications for JBIC.
He is also responsible for periodic reporting and framing of an analytical picture of fiscal, monetary, foreign trade and industrial policies of the government. He also prepares dossiers on economic policies and public private partnerships, special investment region, thermal power sector and new & renewable energy. He also liaisons with the government departments and ministries both at union and state level.
Dr. Mishra was previously engaged in academics and research analysis relating to the quantitative implications of non-tariff barriers in intra South Asia trade, effects of Bilateral and Multilateral Trade Agreements on the India and providing policy perspectives on the economic policies of the union and state governments.

2024年３月まで国際協力銀行（JBIC）社会インフラ部長として、インド向け融資や政府・公的部門との連携を担当。また、日米豪印などの多国間連携の担当を兼務し、政府レベルでの会議にも参加しつつ多国間の協力の推進にも尽力。インド政府が出資するNational Industrial Corridor Development Companyの理事としてインドにおける工業団地の拡大をインド商工省とともに推進。2024年3月には、ライシナ東京ラウンドテーブルの開催をObserver Research Foundation (ORF)、経済同友会とともに主催し、日印ビジネスレベルの交流を促進。2024年4月より現職。
